Hotel Land in Tangier: What Tourist Zoning Lets You Build

MorAsset Team · · 10 min read

A plot in a tourist zone can carry a hotel — but "can I build a hotel here?" is the wrong first question. The one a developer asks is how many keys, and what does the land cost per key. Both answers sit in four numbers written into the local development plan. This guide shows how to read them, how to turn hectares into a room count, and why, on a hotel project, the zoning usually matters more than the price of the land.

What a tourist zone is

Every Moroccan town is governed by a Plan d'Aménagement, the development plan drawn up under the urban planning law (law 12-90). It divides land into zones and gives each one its own rules: what may be built there, and how much. Tourist zones are the ones that allow hotels, tourist residences and the leisure uses around them. Parts of the Atlantic coast west of Tangier are zoned this way.

Two plots in the same town can therefore be worth very different amounts to a hotel developer, not because of the view but because of the zone they sit in. The first document to ask for on any plot is the note de renseignements urbanistiques from the commune, which states the zone and its rules in writing.

The four numbers that decide what you can build

  1. Height, written R+n. R+3 is a ground floor plus three storeys — four levels in all. It caps how tall you can go, not how much you can build.
  2. COS — coefficient d'occupation du sol, the floor-area ratio. A COS of 0.5 on 30,000 m² of land allows 15,000 m² of total floor area across all levels.
  3. CES — coefficient d'emprise au sol, the footprint ratio. A CES of 20% on the same land lets the building cover at most 6,000 m² of the ground.
  4. Setbacks and minimum plot size — distances to be kept from boundaries and roads, and the smallest plot the zone accepts.

On the coast there is a fifth rule on top: Morocco's coastal law, law 81-12, generally keeps a 100-metre band from the shoreline free of construction. Good hotel land on this coast is typically set a short distance back from the sand, with the beach a walk away.

Worked example: from hectares to hotel keys

Take an illustrative plot — round numbers, not any particular parcel:

InputValue
Land area3 ha (30,000 m²)
COS (floor-area ratio)0.5
CES (footprint ratio)20%
HeightR+3 (four levels)

Step 1 — find the binding limit. The COS allows 30,000 × 0.5 = 15,000 m² of floor area. The footprint and height together would allow 6,000 m² × 4 levels = 24,000 m². The lower figure wins: the COS binds at 15,000 m². Building four storeys everywhere is not the plan — spreading lower across the site, with more garden, often is.

Step 2 — convert floor area to keys. An upscale hotel commonly needs roughly 65–95 m² of gross floor area per key once lobby, restaurants, corridors, spa and back-of-house are counted; a resort with generous public spaces needs more. At 15,000 m² that is about 160 to 230 keys, depending on the concept.

Step 3 — divide the land price by the keys. At an illustrative 1,800 MAD/m², the land costs 54 million dirhams. Spread over around 160 keys, that is about 340,000 MAD — roughly €31,000 — per key.

Land cost per key: why the zoning matters more than the price

Building an upscale hotel typically costs several hundred thousand dollars per key before land and finance. Against that, the land in the example is well under a tenth of the budget. The consequence is counter-intuitive but important:

  • A plot 20% cheaper per square metre but with a lower COS can cost more per key.
  • A slightly more expensive plot whose zoning carries more floor area is often the better buy.
  • The number to negotiate on is the land cost per key your concept can achieve — not the price per square metre on the listing.

This is the same arithmetic we set out for any plot in our guide to buying land in Morocco as a foreigner: price land by what you can build on it.

From plot to permit

  1. Title and zoning first. A clean titre foncier — see how to read the certificat de propriété — and the zoning in writing from the commune.
  2. Concept and feasibility within the zone's limits: key count, category, public spaces, parking.
  3. Architect's design and the permit file. The building permit is issued by the commune once the project complies with the zoning, after the opinion of the urban agency.
  4. The Regional Investment Centre (CRI) handles investment projects: it checks compliance with the development plan and organises the committees that review files. Any exemption from a zoning rule goes through it — but a project should be underwritten on the rules as written, never on a derogation you hope to win.
  5. Classification once built — below.

Hotel stars in Morocco are now earned, not declared

The framework for tourist accommodation, law 80-14, was completed by five decrees published in 2025. Star ratings now follow two stages: an inspection by a regional committee of the building and equipment, then an anonymous visit by an expert who judges the whole guest experience, from booking to breakfast. A classification is granted for seven years and renewed every five, and mystery inspections began in 2026.

For a developer this has a practical meaning: design to the category from the first sketch. Room sizes, public areas and equipment that fall short of the target category cannot be fixed by service later — and the rating is no longer permanent.

Where this applies west of Tangier

The Atlantic coast west of Tangier is one of the places where these rules meet real opportunity: a tourist zone where hotel construction is permitted up to R+3, road access already in place, the beach a few minutes away, and Tangier one hour by ferry from Tarifa. We are currently offering adjacent parcels there of 2.39, 4.23 and about 8 hectares, from 2,000 MAD/m², with the exact position and the documents shown in person on a site visit — details on the coastal land page.

Checklist before you commit to hotel land

  • The zone and its rules in writing from the commune — use, height, COS, CES, setbacks, minimum plot.
  • The binding limit worked out, and the key count your concept really achieves.
  • The land cost per key, compared across plots — not the price per m².
  • The coastal band and any easements drawn on the plan.
  • A clean titre foncier, checked on a fresh certificate.
  • Road access, water and power confirmed on the ground.

If you are weighing a plot for a hotel and want the key count and land cost per key worked out from its actual zoning, send me the details on WhatsApp — in English, French or Arabic.

The worked example uses illustrative figures, not any specific parcel. This guide explains how zoning generally works and is not planning or legal advice on a particular site — confirm the rules for any plot with the commune, the urban agency and your architect.

Frequently asked questions

Can I build a hotel on land in Tangier?

Yes, if the plot lies in a zone of the local development plan (Plan d'Aménagement) that allows tourist accommodation, usually called a tourist zone. The zone also sets the maximum height, the floor area and the footprint you may build, so check those before judging whether a plot suits a hotel.

What does R+3 mean in Moroccan zoning?

R+3 means a building of ground floor plus three storeys, four levels in all. It is a height limit, not a floor-area allowance: how much you can actually build also depends on the COS (floor-area ratio) and the CES (footprint ratio), and whichever limit is reached first decides the size of the building.

How many hotel rooms can I build on a plot?

Work out the maximum gross floor area the zoning allows, then divide by the floor area each room needs once lobbies, restaurants, corridors and back-of-house are included. Upscale hotels commonly need roughly 65 to 95 square metres of gross floor area per key, resorts often more. A plot allowing 15,000 m² of floor area therefore holds roughly 160 to 230 keys.

How are hotels classified in Morocco?

Under law 80-14 and the decrees published in 2025, star ratings are awarded after two stages: an inspection of the building and equipment by a regional committee, then an anonymous visit by an expert who assesses the whole guest experience. A classification lasts seven years and is renewed every five, with inspections in between.

Who issues the building permit for a hotel in Morocco?

The permit is issued by the commune once the project is found to comply with the zoning, after the opinion of the urban agency. Investment projects are also handled through the Regional Investment Centre (CRI), which checks compliance with the development plan and organises the committees that review files.
